Why do the BX centerable pol turrets only come with one mount that can be adjusted, and the other three are static held mounts?

A typical polarizing nosepiece has one fixed, and the remainder centerable. The fixed one is the "reference", and the remainder are adjusted to match the fixed reference.

So the ones here on ebay match the ones I have. The three brass ones shown are not centerable. The one black/aluminum color one is the centerable one.
