Problem with Swift Optical SM80 Stereo Miscroscope

Hello,
I inherited stereo microscope SM80 by Swift Optical, but it has one problem - not able to adjust eye tubes. They are not moving at all.
Do I need to loosen up ring 9A on both eye tubes to allow the adjustment, see picture attached?
Will appreciate any help.

I’d say the lubricant between both items 10 and 13 is dry and turned to glue. Should not have to remove 18 from 10, otherwise collimation error will be an issue.
