What produces this curious clear wing-like structure?

I've found a lot of these while looking for tardigrades, and I'm curious as to what organism might produce them:

Okay, I found out what it is. It's Spanish moss scale. This is the most recent pic I have of it:

Turns out its Spanish moss scale. Interesting stuff to find in lichen on trees outside my house, full of tardigrades.
