Probably no microscope part, perhaps military?

It looks very much like the analyzer head of an old polarimeter... But I don't see anything like it made by Leitz noted on the web. Does the eyepiece on the outer edge magnify a scale?

Looked vaguely familiar -- like part of a Leitz measuring microscope. For example, here:
