Photo impact?

Hi guys
Been reading this article 'Digital Photomicrography: A Brief Beginner’s Guide By A Beginner
by Richard L. Howey, Wyoming, USA' and Richard describes using Photo impact 7.0 for his image processing and I wondered if this software is still as good or are there better packages now please?
