That is using a similar technology to many of the objectives I have come across. A bit like flocking as a light block, rather than just a plain coating. The Nikon above seems to use no light block but in 1968 their similar plan objective technology used a kind of frosting similar to your Zeiss examples.

So paint or no paint? Here's a 40X Reichert Planacro, a bit more contrast than the 40X Neoplan

Circa 1985 for that one. That style began around 1978 or so at AO. Used on the #1309 40X .66, #1021 10X, The planfluorites, also introduced in 1985, utilized again a different system. The curvature of the lens was deep , set in a conical surround with an opaque stipled grey coating.
