Just a guess, but perhaps a camera lucida adaptation?

I believe it's used in conjunction with B&L aerial cameras (stereo) for photogrammetry - things like finding elevations. Made redundant by GPS and satellite imaging services like Google Earth . . .

It was apparently adapted for close-up photogrammetry, more like today's 3D laser scanners as well.
